The challenge of this competition is complex: to form an urban architectural arrangement which will foster a successful, long lasting democratic parliamentary government that is embedded in its own society and can endure both the stress of its own history as well as the test of unpredictable future events and conditions. Architecturally, the means to this objective is a site designed as a special city, containing a multiplicity of diverse and flexible urban places that will promote personal interactions and the face-to-face contact and discussion necessary for a successfully functioning democracy.
